that the provincial Government have removed from his post and are detaining in custody the Chinese Manager of the

Shamien Telegraph Office an officer appointed by the Board

I have hitherto been able successfully to

resist all previous attempts of this nature, on the grounds

that the considerable sums of money on deposit in the Shamien

office are the property of foreign merchants, and that by

far the larger proportion of its receipts are due to the

Cable companies, and I have still hopes that matters may be

satisfactorily arranged. Should they not be, I propose to

take the somewhat extreme measure of asking Your Excellency temporarily to suspend the communication of the Chinese Telegraphs in Hongkong with Canton, with a view to bringing

about a change of attitude. Their representative in the

Colony is likewise a person appointed by the Board in Peking approved by the Colonial Authorities and it is only by

the courtesy of the latter, I understand, that he is allowed

to exercise his functions.
